যে বিচারক সাজা প্রাপ্ত আসামির জন্য কাঁদেন, তিনিই যোগ্যতা রাখেন সত্যিকারের বিচারক হওয়ার। কথাগুলো যেকোন প্রশাসকের ক্ষেত্রেও একই ভাবে প্রযোজ্য। কৃষ্ণসিংহ মোক্তান ছিলেন তেমনই এক প্রশাসক বা তার চাইতেও বেশি কিছু। পশ্চিমবঙ্গ সরকারের কারা বিভাগের দায়িত্ব সামলেছেন দীর্ঘদিন। বন্দীদের প্রতি ছিল তাঁর প্রবল মমতা। জেলের আবাসিকদের উন্নতি সাধন, অন্তত তাঁদের প্রাপ্য নূন্যতম মর্যাদা ও পরিসেবার জন্য তাঁর প্রয়াস ছিল লক্ষণীয়। তিনি তাঁর চাকুরি জীবনে ধাপে ধাপে উচ্চতর দায়িত্বপূর্ণ পদ পেয়েছেন এবং একটি দীর্ঘ সময় এই কাজের সঙ্গে যুক্ত ছিলেন। আজকের যে ‘সংশোধনাগার’ শব্দটির সঙ্গে আমরা পরিচিত তার ধারণা তৈরির ক্ষেত্রে মোক্তান সাহেবের প্রাথমিক অবদান অনস্বীকার্য। তিনি কয়েদীদের জন্য মানবাধিকারমুখী নানা উদ্যোগ নেওয়ায় আজকের কারা ব্যবস্থা অনেকটাই পাল্টে গেছে। তাঁর এই উদ্যোগের কথা সাধারণের গোচরে আসে জ্যোতিবাবু মূখ্যমন্ত্রী থাকার সময়। এর পর কারা ব্যবস্থার অনেকটাই পরিবর্তন হয়ে শেষে তৎকালীন কারামন্ত্রী বিশ্বনাথ চৌধুরীর সময়ে পশ্চিম বাংলায় মুক্ত জেল ব্যবস্থা চালু করার মাধ্যমে বিশেষ পরিণতি পায়।

বাষট্টিতে কর্ম জীবন শুরু করার পরে জেলেই তাঁর সাথে বিশিষ্ট ব্যাক্তিত্বদের বিশেষ করে সেই দিনগুলোতে অন্তরীণ বাম নেতাদের সঙ্গে দেখা হয় বা উনি খুব কাছ থেকে জ্যোতিবাবু, মুজফফর আহমেদ, প্রমোদ দাশগুপ্ত, চারু মজুমদার প্রমুখকে দেখার সুযোগ পান। সেই ‘দর্শন’ তাঁকে যে উপলব্ধি দিয়েছিলো এবং সেইসঙ্গে বহু অনালোকিত ‘অপরাধীদের’ জীবন জীবিকার রসায়ন তাঁকে যেভাবে উদ্বুদ্ধ করেছিল তারই প্রতিচ্ছবি এই অমূল্য বইটি। সাহিত্য একাডেমি দু’হাজার পাঁচ সনে বইটিকে পুরস্কৃত করে। মূল নেপালি ভাষা থেকে অত্যন্ত সুচারু অনুবাদ করেছেন বিশিষ্ট সাংবাদিক সাহিত্যিক সুরজ শর্মা।

A judge who weeps for a condemned man qualifies to be a true judge. The words apply equally to any administrator. Krishna Singh Moktan was one such administrator or more. He has handled the responsibility of the prison department of the West Bengal government for a long time. He had great compassion for the prisoners. His efforts to improve the inmates of the jail, at least to give them the minimum dignity and service they deserve, were noteworthy. He got progressively higher positions of responsibility in his career and was associated with this work for a long time.

Moktan Sahib’s initial contribution to the concept of what we know today as the term ‘Reformation’ is undeniable. Today’s prison system has changed a lot because he took various initiatives towards human rights for the prisoners. His initiative came to public notice when Jyoti Babu was Chief Minister. After this, the prison system changed a lot, and finally, during the time of the then Minister of Prisons, Bishwanath Chowdhury, the free jail system was introduced in West Bengal.

After starting his career at sixty-two, he met prominent personalities in jail, especially the inner left leaders of those days, or he got the opportunity to see Jyoti Babu, Muzaffar Ahmed, Pramod Dasgupta, Charu Majumdar etc. from close quarters. This invaluable book is a reflection of the realization that that ‘philosophy’ gave him and also the chemistry of life of many unenlightened ‘criminals’ that inspired him. Sahitya Akademi awarded the book Jeevan GoretoMa (Novel) in 2005.

Krishna Singh Moktan is one of the greatest writers of contemporary Nepali literature. Writing about him, The Telegraph newspaper said that he is such a revered writer that his first book, Charandhuli, written fifty years ago, is still popular even today. Among his other notable books are Ashe Yatra, Jeevan Parikrama and Prem Bharanti Satya. In 2004, the West Bengal Government honored him with the Kavi Bhanubhakta Award. Jeevan GoretoMa (Novel) is mainly written on the experiences of his time as Jail Administrator about those prominent or ordinary prisoners in the background.
